To Illinois Study Guide

According to the Illinois State Board of Education (ISBE) state graduation requirements dated December, 2009 (a guidance document), high school students must complete, at a minimum, two years of Social Studies which includes one year of U.S. history or combination of U.S. history and American government. Most refer to the American government portion as "civics" and incorporate a test over the U.S. and Illinois Constitutions.

In an email dated May 8, 2006, ISBE representative Thomas Rosene stated, "There is not a state issued test for either the Illinois or Federal Constitutions." In a follow-up phone conversation, it was confirmed that each high school in Illinois may create its own tests. In our state, each home school is considered a private school and thus may create its own test as well. In an effort to assist and equip one another, CAHSA has compiled the following resources to help you develop your civics program.

Many home schools seek to meet and exceed the state requirements placed on our public school counterparts. Our opportunity to educate our children about the foundations of our country and government are no exception. Excellent curricula are available from a number of sources:

For those interested in a different approach, a website has been created by the Adult Basic Education group to help prepare those interested in earning their GED. This seven-lesson study guide is interactive, covers the Illinois and U.S. Constitutions and Flag Code, incorporates quizzes, and has a 50-question test which is scored online. An "official" test is available through the Regional Office of Education Adult Education program. Note that this Constitution test is designed for those seeking a GED and is NOT required of home school students.

Another option we have created is a basic study guide for the U.S. Constitution and the Illinois Constitution including some online resources and downloadable files which you may choose to incorporate into your own curriculum.
